RCAC in Oregon
Grants and contracts with state and federal agencies allow RCAC environmental staff members to focus on communities with the greatest need. RCAC technical assistance is available at no fee to selected communities based on agency funding and regulatory requirements. Communities generally must be rural organizations with a population below 3,300. RCAC technical assistance is limited to available resources within Oregon state. As projects are completed, new communities may be added. Communities are encouraged to contact Oregon Technical Assistance staff members to discuss their needs and to determine if RCAC can serve them.
Services & Tools
RCAC’s Oregon employees also work as a team with staff members in Alaska, Washington and Idaho to bring many specialized skills to a given community, including:
- Assistance with loan/grant applications
- Budget and rate reviews for small communities (See our financial toolbox)
- Board training
- Conducting community informational meetings or workshops
- Preparation/review ordinances, bylaws, policies or procedures
- Engineer selection (See our Guide to Selecting Consultants for Rural Communities)
- Assistance with vulnerability assessments and preparation of emergency response plans (See our ERP guidebook and templates for small water and wastewater systems.)
- Assistance in the development of income surveys for funding
- Water rights permitting, transfers and purchase of water rights
- Operation and maintenance programs for water and wastewater
