Rural areas experience rise in COVID-19 new cases
As the U.S. transitions into winter, COVID-19 cases are again on the rise, but the new hot spots are in rural states. Bloomberg News reports that as of October 19, the highest case rates per capita for the previous seven days had been in North and South Dakota, Montana, Wisconsin and Utah.

California Governor signs SB 974 into law
California Gov. Gavin Newsom signed Senate Bill 974 into law on Sept. 29. The bill, sponsored by nonprofit organizations Rural Community Assistance Corporation and Self-Help Enterprises, exempts certain small drinking water system projects from the California Environmental Quality Act.
