45 years of service

About RCAC

Founded in 1978, Rural Community Assistance Corporation (RCAC) is a 501(c)(3) nonprofit organization. Our work includes environmental infrastructure (water, wastewater and solid waste facilities); affordable housing development; economic and leadership development; and community development finance.

Who we serve

Headquartered in West Sacramento, California, RCAC’s employees serve rural and Indigenous communities in Alaska, Arizona, California, Colorado, Hawaii and other Pacific islands, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. Our services are available to communities with populations of fewer than 50,000, other nonprofit groups, Tribal organizations, farmworkers, colonias and other specific populations. RCAC has an annual operating budget of more than $46 million and more than 200 employees working from field offices throughout our service region.

RCAC provides environmental assistance to small municipal and nonprofit water systems, wastewater systems and solid waste management programs in 11 western states: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Nevada, New Mexico, Oregon, Utah and Washington. We are also one of six regional agencies that together, serve the entire country. These six organizations make up the Rural Community Assistance Partnership (RCAP) network. All six organizations are “on the ground” working directly with rural communities so we have a common experience and knowledge base (primarily with environmental infrastructure). RCAP maintains an office in Washington, D.C. so we have direct access to policymakers on the national level.

Since inception, our dedicated staff and active board, coupled with our key values: leadership, collaboration, commitment, quality and integrity, have helped effect positive change in rural communities across the West.
