RCAC’s programs and services deliver solutions to complex community needs. Our local presence allows us to develop partnerships with communities to identify needs, set goals, and select the best options to meet those goals. RCAC and our partners provide the tools to create change and growth, but the communities chart their own course. Collaboration, plus community effort will equal community change. RCAC’s Loan Fund is a financial resource for rural communities. The Loan Fund fills financing gaps and serves in unconventional markets. We offer loans for affordable housing development, environmental infrastructure, community facilities and small businesses in rural locations.

Decent housing, safe drinking water, education, financing, jobs, community facilities, leadership, families are the many facets to RCAC's work.

RCAC expands the knowledge base of the rural public through education and training. Our training expertise is in technical, financial, and administrative issues that affect rural communities. We take great pride in our professional trainer team's capacity and effectiveness. Our trainers maximize audience participation to keep trainings relevant and memorable.

RCAC's news and publications are a compilation of timely news, announcements and accomplishments produced for the rural development world.

Sub-standard housing and poverty are commonplace in low-income rural communities. Many of these communities also face daunting challenges to access safe, clean drinking water and to develop other vital infrastructure. These issues are often overlooked in policy because rural communities lack the resources, training or social networks that are found in urban areas. Founded in 1978, RCAC is a 501(c)(3) nonprofit organization that partners with rural and Indigenous communities to achieve their vision and well being through technical assistance, training, financial resources and advocacy. The nation is in the midst of an affordable housing crisis and Colorado is not exempt. Community Resources and Housing Development Corporation (CRHDC), a USDA Section 523 grantee, has developed more than 1,700 affordable Colorado homes through the self-help housing program.

Quiet Oaks Mobile Home Park is a 45-unit park located in Sunshine Summit, a very rural community in unincorporated San Diego County. There are about 400 residents who live in homes and the mobile-home park. The median household income (MHI) was $36,838, which is far below the county MHI of $64,309.

Pixley Public Utility District provides water service, sewage collection and treatment to residents in the unincorporated area of Pixley in Tulare County, California. Pixley is located approximately 30 miles south of Visalia. Pixley, with a population of just more than 3,310, has a $27,917 median household income, and the State Water Resource Control Board (SWRCB) determined it to be a severely disadvantaged community.

Oildale is located in Kern County, California, near Bakersfield. The median household income (MHI) is $33,818, much lower than Kern County’s $48,574 and the statewide MHI of $61,489. The majority of community members are renters.

Clear Water Mutual Water Company

Clear Water Mutual Water Company (CWMWC) is a small nonprofit water system that provides water to approximately 100 households in Konocti Bay Estates, in the unincorporated Lake County area near Kelseyville. The water company needs to replace an aging redwood storage tank, which has inadequate capacity and is leaking treated water. If it fails, CWMWC would be unable to provide drinking water to its customers.
