An estimated 1.4 million Americans lost their water service in 2016, according to a nonprofit organization that advocates for affordable and safe food and water.

Moreover, Food & Water Watch, based in Washington D.C., concludes in its recently released study that more low-income residents with large minority populations had higher shut-off rates. The study’s author, Mary Grant, says that governments can change this.

“Local governments can make those policy decisions to be more lenient,” Grant told the Associated Press. “They’re small changes that can make a big difference in people’s lives.”
