Due to increasing threats and/or impacts from adverse environmental events such as flooding, coastal erosion, rising sea level and other natural events, many communities regardless of population size or location, have been considering the need to adapt-in-place or relocate, either in whole or in part. Threats or impacts to any given community may vary from all components being involved (i.e. roads, airstrip, school, wastewater system, cemetery, landfills, etc.), or just one or two infrastructure components. Communities will need to ask themselves many social and financial questions in regards to relocation. The intent of this project is to provide resources to answer those questions.

This project starts with general community questions and has branches for each community component of drinking water, wastewater, solid waste, and transportation. Each branch has questions and resources to find answers including links agencies and potential funding sources specifically for that component.

Each community facing the adapt-in-place or relocate decision is unique, and many struggle to find the answers to the questions—Where do we start this discussion? Where do we find information? How do we evaluate the impact to each of our community’s components?

Financial Modules

The EFC developed financial modules for communities threatened and/or impacted by adverse environmental conditions. These modules are questions and resources designed to help a community with the decision of whether to defend and adapt-in-place, or to relocate. There is a module for each of four community components—Water, Wastewater, Solid Waste, and Transportation. This work focuses on financial information for the adapt-in-place or relocation decision making process. Select below the component facility type to go to that module.
