North Tulare County Water Alliance
The North Tulare County Water Alliance is a regional collaborative effort to develop a long-term solution to address the drinking water and water supply needs of the communities within the Northern part of Tulare County (Cutler, East Orosi, Monson, Orosi, Seville, Sultana and Yettem). (RCAC Regionalization Process Map) The project goals are:
- Assess options and identify a regional infrastructure alternative available to help the region solve its water related needs.
- Assess options and identify an adequate and community/leadership supported governance structure.
- Implement a solution that is supported by the region and can deliver safe, sustainable and affordable drinking water in the long term.
Project Partners include the seven identified communities, Tulare County, RCAC, Community Water Center, Self Help Enterprises, Alta Irrigation District, the State Water Resources Control Board – Division of Drinking Water and Division of Financial Assistance, and Keller Wegley Engineering.
The region developed a working group that represents all seven communities, including elected boards and community volunteers. The working group is analyzing the various source, infrastructure and governance options, and will eventually determine a preferred option to implement a sustainable long-term solution that benefits all. An engineering study for a potential long-term solution for water quality and quantity in the region was completed. The study and addendum outline the potential design and costs for a surface water treatment plant meant to serve all seven communities. The governance, financial analyses and study are ongoing.
