California WaterFix, the massive water project that will construct two tunnels to deliver Sacramento River water from northern California to the southern half of the state got an $11 billion investment from water regulators in Los Angeles.

Members of the Metropolitan Water District of Southern California, however, are deeply divided on the issue following a complaint that the board violated California’s open meetings law in April, when board members voted on investing more in California WaterFix. The board voted again this week and passed the funding package with nearly 60 percent of the vote.

The package represents the bulk of the project’s overall cost of $17 billion. The project involves twin tunnels that would pass 35 miles underneath the Sacramento-San Joaquin Delta, transporting Sacramento River water to pumping stations. Supporters, among them many San Joaquin Valley agricultural districts, say the tunnels are necessary to maintain water supply to the south.
