About the program
The CRDP mission is to build strong foundations of resilience for rural and Indigenous communities to ensure a legacy of safety and sustainability for future generations.
The program’s purpose is to help underserved rural and Indigenous communities lay the foundation for resilient, safe and sustainable futures. We do this by guiding communities to develop a plan that integrates traditional knowledge with unique strategies of preparation, response, mitigation and recovery that fits their needs and builds their abilities and capacity.

Why resilience is important
Resilience encompasses all phases of the disaster cycle. From mitigation to recovery, a persistent gap remains in the timely distribution of resources. Rural and Indigenous communities are at the epicenter, often facing another disaster before fully recovering from the last. Between capacity and resource distribution, local/grassroots organizations exceed their limitations. Resilience models focus on long-term solutions that include mitigation, response and recovery tactics to create specialized plans that meet the unique needs of our client communities.
We break down barriers to empower underserved rural and Indigenous communities
How?
- Engagement approach to technical assistance
- We concentrate on long-term strategies that mitigate capacity-building challenges faced in underserved communities and boost self-determination.
- We facilitate meaningful community engagement sessions that prioritize community feedback as we develop plans such as climate adaptation, hazard mitigation, extreme heat, etc.
- Reporting and compliance
- We provide dedicated support to ease the burden of reporting and compliance! Many community-based organizations face capacity challenges, and we can bridge the gap. Our community-centered approach ensures all compliance efforts align with the community’s best interests.
- Coordination and administration
- Communication between state/federal organizations with local entities can be a challenge. We bridge this gap by serving as a trusted liaison for the community and other grassroots organizations. By fostering strong relationships, inclusive decision-making, and community-driven solutions, CRDP strengthens local capacity for long-term resilience.
