Elko, NV State Highway 225Pinion Apartments LLC

The city of Elko is an unincorporated city and the county seat of Elko County, located in the northeast portion of Nevada, with a population of around 20,500. Located in Elko, Pinion Apartments is an existing affordable housing complex that serves low-income residents in the community. Desperately in need of upgrades to ensure the safety, and long-term viability of its units, Pinion Apartments’ developer, the Nevada Rural Housing Authority, turned to RCAC for financial assistance.

Town of Nespelem Water Department

The Town of Nespelem, located on the Colville Indian Reservation in North-Central Washington, is home to about 290 residents, approximately 92% of whom are of Indigenous descent. The community needed to develop a Small Water System Management Plan to secure critical state infrastructure funding, which also required that they secure water rights documentation from the Colville Confederated Tribes – critical to demonstrate community planning and regulatory compliance to the Washington State Public Works Board and the Department of Health.

Country Haven Utilities Association, Inc.

Country Haven Utilities Association is based in Bingham County, Idaho, and serves 150 residents across 45 connections. The association’s median household income is $43,007, making efficient utility services crucial, especially given their existing financial constraints. Country Haven combined their water and wastewater enterprise funds, a practice that complicated their application for the American Rescue Plan Act grant.

Chevak, Alaska

Chevak, a remote village of about 950 residents in far western Alaska, has long struggled with severe weather impacts and infrastructure challenges. Originally relocated from Old Chevak in the 1950s to escape frequent flooding, the community continues to face risks. In September 2022, Typhoon Merbok destroyed part of a wastewater lagoon containment berm, causing untreated sewage spills and disrupting waste disposal. The same storm also led to approximately 50 feet of riverbank erosion, threatening homes and public infrastructure.
