Michael CarrollWest Sacramento, CA. – Michael Carroll joined Rural Community Assistance Corporation (RCAC) for the second time in February 2022 as Vector Fund Director. RCAC formed the Vector Fund to house its game-changing $20 million MacKenzie Scott grant, awarded in late 2020. With the $20 million initial investment RCAC began to create and implement initiatives that deepen and/or expand RCAC’s impact in Indigenous and rural communities.

Carroll has more than 40 years of community development leadership and lending experience in public, nonprofit and corporate environments. He previously was RCAC’s Lending & Housing director between 2008 and 2017. During the interim, he served as lending director for Rural Local Initiatives Support Corporation (LISC) and multifamily housing director for the California Housing Finance Agency (CalHFA).

He began his career as a VISTA volunteer with Self-Help Enterprises in the California Central Valley and stayed there for eight years in a variety of positions. He was senior program manager for the California Department of Housing and Community Development; and senior vice president for Bank of America Community Development Banking where he managed an affordable housing lending team and a product development team. He also opened and managed the Fannie Mae Central Valley Partnership Office as the director.

Carroll is on the board of directors for the California Coalition for Rural Housing, NeighborWorks Capital, the National Rural Housing Coalition and is a founding member of the California Coalition for Community Investment.

Founded in 1978, RCAC provides training, technical and financial resources and advocacy so rural communities can achieve their goals and visions. RCAC serves rural communities in 13 western states and western Pacific islands. Services are available to communities with populations of fewer than 50,000, other nonprofit groups, Tribal organizations, farmworkers, colonias and other specific populations.
