West Sacramento, Calif. — Rural Community Assistance Corporation (RCAC) is pleased to announce that Olga Morales and Stevan Palmer were named assistant directors for the organization’s Community and Environmental Services department.
Morales joined RCAC in 2004 and was most recently a regional environmental manager. Working out of RCAC’s Las Cruces, New Mexico office, she oversees RCAC’s regionalization and colonias work, and is the lead trainer for Arizona, Colorado, New Mexico and Utah. She holds bachelors and master’s degrees in agricultural and extension education from New Mexico State University.
Palmer joined RCAC in 2003 and was most recently a regional environmental manager. Working out of RCAC’s Vancouver, Washington office, he supervises regional managers and technical assistance providers in Alaska, California, Colorado, Idaho, Oregon, Utah and Washington. He is a certified MSHA instructor and holds numerous certifications, including Grade III water treatment and water distribution operator certifications in Nevada. He holds certifications in water distribution and wastewater treatment from California State University, Sacramento.

Founded in 1978, RCAC provides training, technical and financial resources and advocacy so rural communities can achieve their goals and visions. RCAC serves rural communities in 13 western states and western Pacific islands. Services are available to communities with populations of fewer than 50,000, other nonprofit groups, Tribal organizations, farmworkers, colonias and other specific populations. RCAC staff provides direct services in collaboration with local and community partnerships in three program areas: affordable housing, environmental services, and lending. About RCAC
