Where:
Carrolls, Cowlitz County, Washington

Problem:
A small water system in an unincorporated rural area needed funding to resolve several issues including marginal ability to meet demand, water loss and operational inefficiencies

Solution:
RCAC provided an intermediate term loan to finance high priority improvements to the water system

RCAC provided a $100,000 loan to Carrolls Water Association (CWA) to cover repair and improvement costs to its water system.

Subsequent engineering work however revealed additional damage, including an imminent rupture. The rupture would release thousands of gallons of water from the storage tank, threatening several homes and lives in the service area.

RCAC authorized a change in use for its loan to allow for immediate repairs, thus averting a potential catastrophe.

“Without this money we would have been helpless to fix the problem,” said Velia Horrocks, CWA treasurer. “We are very grateful to RCAC for helping us with our loan needs.”

The water system originally turned to RCAC for funding to pay for upgrades to facilitate more efficient and effective operations. CWA has five wells, one of which is an emergency water source, which is susceptible to contamination. The repairs made with RCAC’s loan will ensure that community residents have safe, reliable drinking water.
