Issue: Low-income families lack affordable housing options

Outcome: Rural Community Assistance Corporation’s (RCAC) Loan Fund provides financing to nonprofit homeowners cooperative

As affordable housing options for low-income communities continue to wane, mobile homes offer one viable alternative. In Moses Lake, Washington, mobile home owners had the opportunity to form a nonprofit cooperative, which owns the land and manages community business.

Homeowners will own their own homes individually and an equal share of the land beneath the park homes.

RCAC’s Loan Fund entered into a participation agreement with ROC USA to contribute $600,000 to a $1,320,000 loan for site acquisition to Skyline Homeowners Cooperative. A second $110,880 environmental loan will fund water and wastewater improvements for the park.

Skyline Homeowners Cooperative gives the mobile home owners which are mostly low-income and predominately Latino, rent control, repair and improvement costs, security against unfair eviction, a strong sense of community and affordable housing sustainability.
