California lawmakers have softened a bill that called for more housing construction in a state that has a severe affordable home shortage.

Senate Bill 828 mandated that cities and counties set aside land for twice as much housing units as needed to make up for years of too little construction. But California legislators amended the bill to call for just 1.25 times more, although the bill’s author, Senator Scott Wiener (D-San Francisco), said the percentage could still increase to 1.5 times more.

The amended bill also removes a mandate requiring cities and counties to lower rents for residents living at 30 percent the median household income.
