Since 1978, Rural Community Assistance Corporation (RCAC) has been a critical partner to low-income rural and indigenous communities in 13 western states, including Alaska and Hawaii. Over the last 44 years, the organization has grown programmatically, and in terms of visibility, relevance and scope of services. From an initial staff of eight to our current team of 180, RCAC’s growth trajectory has been particularly intense over the past five years with the addition of 53 new staff .

The objective of this Request for Proposal (RFP) is to select a suitable PEO to enter into a joint employment relationship, to provide services including, but not limited to payroll, benefits, and leave administration, workers’ compensation, as well as other human resource services, throughout our thirteen state footprint.

RCAC is a non-profit agency, funded by Federal, State, institutional and private funding. For this reason, potential vendors are requested to propose the best and most cost-effective solution to meet the RCAC requirements, while ensuring the highest quality of service.

RCAC’s website content management system (WordPress) is more than six years old. We have a new CEO and strategic directions. We would like a completely new website that incorporates an innovative theme and modern layout that is easier to maintain. We are also required to have extensive ADA compliance and translation capabilities for our diverse audience.

We are looking for an agency who will lead us through this process and one that has experience in and will provide and facilitate an extensive discovery process.

RCAC is soliciting proposals for a qualified consultant or a team of consultants, to provide labor compliance consulting associated with construction projects being funded by the Biomass Utilization Fund (BUF). The services will generally consist of performing labor compliance monitoring and reporting for any construction related activities for applicants to the BUF.

FREQUENTLY ASKED QUESTIONS:

  • Does RCAC intend to select one team for all three projects or would the projects potentially be split between different consultant teams?

RCAC intends to select one team for all three projects.

  • Do you envision the need for a public outreach program associated with these projects or would the typical NEPA and CEQA public scoping and comment opportunities be sufficient?

The typical NEPA and CEQA public scoping and comment responses will suffice.

  • The parcel number and address for the preferred location for the Wallowa Resources Community Solutions project don’t appear to match each other. Can you confirm 13037 Sanguinetti Road is the correct site?

We verified the parcel information with the applicant and the APN is correct.  The address was wrong.  Please see the correct details:

    1. Physical address: 5400 O’Byrne Ferry Road, Jamestown, CA 95327
    2. APN: 063-070-086 (the same as in the RFP)
  • Are you able to share how many firms received the RFP?

We released the RFP to four firms that had qualified during the RFQ process.

  • We want to make sure that we are taking the time to carefully think through the approach so we can be sure to provide a cost effective scope of work that meets the project needs. Would RCAC consider extending the due date to provide a few more days to prepare proposals?

We are willing to extend the deadline for submission to December 11th and will publish a new timeline for the RFP Schedule.
