Design and Engineering Services for Junction Elementary School Planning Oversight and Drinking Water SAFER Construction Application

RCAC is requesting proposals for the preparation of a technical memo, plans and specifications and environmental documentation required for submission of the State Water Resources Control Board (SWRCB) Safe and Affordable Funding for Equity and Resilience (SAFER) Construction Funding Application to support the design and implementation of Arsenic (Arsenate) remediation for the Junction Elementary School Public Water System in Somes Bar, California.

Notice Inviting Bids: Labor Compliance Monitoring On-call Services

RCAC is accepting bids for on-call labor compliance services; see attached Notice Inviting Bids.

Q: What is the labor compliance budget for the next three years?

A: There is no specified/dedicated labor compliance budget for this RFP. We would expect responding firms to provide reasonable costs to accomplish the service, and this should not be predicated on our budget. 

Q: What is the total dollar amount of this proposal (annual and duration)?

A: There is no annual budget. Project end date is currently February 28, 2022; however this date will most likely be extended to February 28, 2024. The total dollar amount of this budget should not be a factor in consultant proposals. Consultants should provide rates and proposed service areas, along with estimated other direct costs related to the service.

Q: What percentage of this proposal is strictly CA DIR, Davis-Bacon or combined?

A: There is no set percentage as the RFP includes projects that are sent to us on a continuous basis; this is new work for RCAC, and therefore we do not know the percentage of DIR to Davis-Bacon requirements. We are hopeful that the selected consultant(s) will assist us in untangling labor compliance requirements.

Q: Please be more specific as to the scale and size of this proposal in terms of dollars and the number of water agencies and locations.

A: Since we receive requests to provide technical assistance on a continuous basis, locations and number of water agencies will vary. Consultants should provide rates and proposed service areas, along with estimated other direct costs related to the service.

Q: Please state in explicit terms the geographic boundaries for this project.

A: This RFP covers the entire state of California and is why we may need to hire two firms. Please let us know if your firm covers both Northern and Southern California regions or if you are proposing to work in a specific geographic region. If a firm is more inclined to offer consulting services for a specific geographic area, we would entertain that proposal and would evaluate in a fair and reasonable manner. 

Q: Is a “total cost” quote required?

A: No. Please feel free to provide a cost structure/table for unit prices and extended prices, as appropriate.

Environmental Consulting Services for Three Proposed Biomass Utilization Fund Projects

  • Does RCAC intend to select one team for all three projects or would the projects potentially be split between different consultant teams?

RCAC intends to select one team for all three projects.

  • Do you envision the need for a public outreach program associated with these projects or would the typical NEPA and CEQA public scoping and comment opportunities be sufficient?

The typical NEPA and CEQA public scoping and comment responses will suffice.

  • The parcel number and address for the preferred location for the Wallowa Resources Community Solutions project don’t appear to match each other. Can you confirm 13037 Sanguinetti Road is the correct site?

We verified the parcel information with the applicant and the APN is correct.  The address was wrong.  Please see the correct details:

    1. Physical address: 5400 O’Byrne Ferry Road, Jamestown, CA 95327
    2. APN: 063-070-086 (the same as in the RFP)
  • Are you able to share how many firms received the RFP?

We released the RFP to four firms that had qualified during the RFQ process.

  • We want to make sure that we are taking the time to carefully think through the approach so we can be sure to provide a cost effective scope of work that meets the project needs. Would RCAC consider extending the due date to provide a few more days to prepare proposals?

We are willing to extend the deadline for submission to December 11th and will publish a new timeline for the RFP Schedule.
