Cyndi SpencerWest Sacramento, CA. – Cyndi Spencer was selected as Rural Community Assistance Corporation’s (RCAC) Chief Operating Officer in February 2022.

Spencer joined RCAC in 2016 as a program analyst in Grants and Contracts administration in the Finance Department. In six years, she progressed from manager to assistant director overseeing grant administration and compliance. She managed an active grant and contract portfolio and served department directors and program leads in the Housing, Community & Environmental Services and Loan Fund departments. In addition, Spencer is involved with the organization’s new initiatives including the Biomass Utilization Fund and Partners for Rural Transformation.

Her 30 years plus career in operations and administration is diverse. She was real estate and facilities director for a marketing research firm and several healthcare insurance companies. During that time, she facilitated corporate relocations, leasehold improvements, contract negotiations and facilities management throughout the organizations nationally. Her project and events management experience varies from Information Technology server rooms to telecommunications to fund raising.

Spencer holds a bachelor’s degree in business administration with a concentration in marketing from California State University Fresno and a master’s degree in business administration with a concentration in human resources from Golden Gate University.

Founded in 1978, RCAC provides training, technical and financial resources and advocacy so rural communities can achieve their goals and visions. RCAC serves rural communities in 13 western states and western Pacific islands. Services are available to communities with populations of fewer than 50,000, other nonprofit groups, Tribal organizations, farmworkers, colonias and other specific populations.
