Boulder City Hospital (BCH)

Rural Boulder City, Nevada suffered through the poor economic conditions of the past decade. The community continues to have a high unemployment rate and few job opportunities, which means many young residents leave the area. As a result, the percentage of elderly residents in the city grew rapidly. Currently, nearly 30 percent of its residents are 65 or older; and that demographic change created a need for medical services targeted toward the elderly.

Nevada Rural Housing Authority – land sale

RCAC funded a $1,672,649 loan to Citizens of Affordable Housing, Inc. (CAHI) to finance water rights acquisition and land development for a 34-lot single family affordable housing subdivision. However, during the Great Recession the borrower went bankrupt and RCAC was forced to foreclose and take control of the property. Housing market conditions and a water rights issue on the property made selling the property for affordable housing development difficult.

Hidden Valley Addition Water Association (HVAWA)

Hidden Valley Addition is a 48-lot subdivision near Rathdrum, one of the oldest towns in northeastern Idaho. HVAWA supplies drinking water and irrigation service to the subdivision’s residents, most of whom are retired and on fixed incomes.

Community Action Partnership of Northwest Montana (CAPNM)

CAPNM, a Community Action Agency that offers services to low-income Northwest Montana residents is financially healthy, but its board members were concerned that the agency lacked the capacity and staff experience for a large and complex upcoming project called ReCAP 7 – seven properties comprising 258 units of affordable housing that needed new financing to maintain affordability, and to conduct rehabilitation and energy efficiency improvements.

Nez Perce Tribal Housing Authority (NPTHA)

The Native Housing Assistance and Self-Determination Act (NAHASDA) of 1996 significantly changed HUD funding for tribes into a block grant program that allows them to structure their own approaches to developing housing for their members.
